Securing Lifelines: Safe Delivery of Critical Services in Areas with Volatile Security Situation via a Stackelberg Game Approach

Vaccine delivery in under-resourced locations with security risks is not just challenging but also life threatening. The COVID pandemic and the need to vaccinate added even more urgency this issue. Motivated by problem, we propose a general framework set-up limited temporary (vaccination) centers that balance physical desired (vaccine) service coverage resources. We problem as Stackelberg game between operator (defender) an adversary, where set of fixed priori part decision output. This results mixed combinatorial continuous optimization problem. As our scalable approximation solution, provide fundamental contribution identifying duality conditions switching max min when both discrete variables are involved. Via detailed experiments, show solution proposed practice.
